
Public Engagement for Naawi-Oodena Development (online)

Treaty One Nation, in partnership with Canada Lands Company, have developed a Master Plan for Naawi-Oodena (the former Kapyong Barracks site). The plan establishes a comprehensive plan for transforming the 160-acre site into a diverse and vibrant mixed-use community that emphasizes Indigenous design excellence and connectivity with surrounding established neighbourhoods.
The City of Winnipeg has identified Naawi-Oodena as a Major Redevelopment Site in OurWinnipeg 2045 and the Complete Communities Direction Strategy. As such, the adoption of a Secondary Plan is mandatory before rezoning and development can begin.
Alongside a public hearing slated for later this year, Canada Lands will host public engagement opportunities to update the community on the overall project, its progress, and the draft Secondary Plan. Dates of sessions are:
- Thursday, September 21, 5:30 to 9:00 pm (in-person)
- Saturday, September 23, 1:30 to 4:00 pm (in-person, identical session)
- Tuesday, September 26, 12:00 – 1:00 pm (online event, register here)
